Laos' national museum is restored!

Laos’ national museum, Ho Phra Keo, urgently needs public donations to fund restoration.

The Lao News Agency quoted Vientiane’s vice mayor, Saythong Keoduangdy, as saying the public was being encouraged to make donations for the renovation of Ho Phra Keo.

“This is the third time that Ho Phra Keo has been renovated. The first renovation took place during King Anouvong’s reign in 1816 and the second one during King SouvanaPhoumma’s reign between 1936 and 1942,” he said.

The building needs extensive repairs especially at the apex of the main hall, prompting the government to establish a National Committee to be responsible for restoration work.

It will cost around USD2.5 million and should be completed by the end of 2015.

Donations can be made at the Ho Phra Keo temple, which is located across the street from the Presidential Palace in Vientiane.

Since 1942 Ho PhraKeo has been the home of the National Museum.

Hor Phra Keo was formerly a temple constructed in 1565 as the personal chapel for the royal family, and was the home of the Emerald Buddha after it was brought there from North Siam (Thailand), which was part of the Lanna kingdom at the time.

The sacred jade Buddha image was  later confiscated by an invading Siamese army in 1778 and now resides in Wat Phra Kaew in Bangkok. The temple in Vientiane was transformed into a museum.

Friendship cooperation of airport management between Vietnam and Laos.

Lao Airport Authority and Airports Corporation of Vietnam have agreed to expand cooperation to build efficiency and knowlede through joint human resource projects.
The Vientiane Times reported LAA general director, Somboun Daosavanh, and ACV deputy general director, Pham Van Hao, signed a “friendship cooperation” pact in Vientiane, last week, during their annual joint meeting.

A major part of the cooperation relates to sharing information, marketing ideas and exchanging skills in airport management.
A workshop will be organised to share tips on operations management with a focus on firefighting and safety-security between Pakse International Airport and Vinh International Airport next July at Vinh airport in Nghe An province.
Vietnam’s ACV deputy general director, Pham Van Hao, said the programme would help 10,000 staff to develop their professional expertise in 2015.
He also highlighted the increase in passengers using Vietnam’s airports and ACV’s plans for airport development. The corporation has submitted an investment plan for the USD7.8 billion Long Thanh Airport in the southern province of Dong Nai.
The corporation has invested in building Phu Quoc International Airport, improving and expanding the domestic terminal at Tan Son Nhat International Airport, expanding the T1 passenger terminal and building a second passenger terminal (T2) at Hanoi’s Noi Bai International Airport, and constructing a new passenger terminal at Vinh Airport.
LAA general director, Somboun Daosavanh reported plans to extend the terminal at Wattay International Airport to resolve the problem of limited capacity to service domestic air routes.
LAA and ACV have agreed to meet in Danang, Vietnam, next year and have planned activities to mark 15 years of friendship cooperation between the two bodies.

Lanith invest 750,000 euros to build its new ‘Centre of Excellence' in Vientiane.

Lanith Vientiane (Lao National Institute of Tourism and Hospitality) held a ground breaking ceremony, 30 October, for its EUR 750,000 “Centre of Excellence” education and skills training complex due to be completed by October 2015.

The new complex, once completed, will expand the capacity of the institute’s tourism and hospitality campus on Fa Ngum Road in the Lao capital.

The Luxembourg Development Cooperation-funded, two-storey, 1,750-square-metre complex will feature a restaurant d’application similar to Lanith Luang Prabang’s “The Balcony”, and holds six modern classrooms; a fully equipped training kitchen; a housekeeping lab; a tour operator/front office lab; and staff offices. Construction is slated for completion in October 2015.

While thanking Luxembourg for its six-plus years of ongoing support, Lanith Director Saysavath Chasane stated that the Centre of Excellence at Lanith Vientiane, a Ministry of Education and Sports (MoES) national institute, aims to meet the growing human resource needs of the vibrant Lao PDR tourism trade.

“Capacity for Lanith Vientiane’s two-year Lanith Diploma educational program currently stands at nearly 100% with close to 60 full-time students. The new Centre of Excellence will expand our capacity to 200 students,” she said, adding that the complex will offer Lanith’s award-winning Passport to Success skills training modules during the weekends and over school holiday breaks.

MoES Director General of TVET Nouphanh Outsa expressed the ministry’s gratitude to the Luxembourg Government for funding the centre, which will stand at the forefront of Lao PDR’s efforts to educate and train the nation’s tourism and hospitality students and workforce.

“Lanith has been instrumental in the human capital development of Lao PDR’s travel sector, which is a top contributor to the nation’s GDP,” he pointed out, while stressing, “Lanith aims to tap Lao PDR tourism’s true potential by advancing service quality to meet international standards. The new Lanith Vientiane complex will expand their capacity to achieve this.”

Luxembourg Embassy Hanoi Charge d’Affaires Claude Jentgen congratulated Lanith on its many achievements, and stated the institute’s success record is impressive.

“Lanith is quickly but steadily growing, with its dynamic approach to national human capital development for the tour and hospitality sector winning global accolades,” he said, adding, “Luxembourg Development Cooperation is proud to have supported Lanith from its conception.”

Ms Chasane explained Lanith’s innovative approach to human capital development, which is based on three levels – national, provincial, and district/village – to fulfill the nation’s needs.

“Lanith Vientiane and the Centre of Excellence, for which we are breaking ground today, serve as the national model for hospitality and tourism education and training in the country,” she said. “This is where standards and curricula are developed and piloted and where the Lanith Diploma is delivered.”

At the provincial level, Lanith Luang Prabang has been offering Passport to Success and accompanying “Go for Gold” skills training programmes since 2013 as well as the Lanith Certificate, which is currently being piloted with 32 participants. The Lanith Luang Prabang complex, which encompasses The Balcony restaurant d’application, guestrooms, and a meeting room, was also funded by Luxembourg Development Cooperation.

Earlier this year, Lanith Luang Prabang began overseeing the operation of “The Mark” certification for clean and safe dining. This initiative awards Luang Prabang dining establishments with The Mark for meeting strict international standards for food production safety and hygiene.

Lanith has partnered with SwissContact to offer a district-level mobile training program in the Four Thousand Islands. This pilot project, Pheun Than Heng A Sip, delivers tailored training to guesthouse operators and community-based tourism enterprises. Lanith is also partnering with GIZ’s RELATED project to offer executive training programmes in preparation for the ASEAN Economic Community.

Namkad Yorapa natural tourist site of Laos

Oudomxay province will open a natural tourist site Namkad Yorapa in Xay district, 9 December, to attract domestic and foreign visitors.

Namkad Yorapa natural tourist site is located 15 km from Xay district covering an area of 6,000 ha.

The local contractor Faset Tourism Development president, Somphet Maopaseuth, was quoted as saying that the natural destination is now open for visitors.

“There are several activities for both domestic and foriegn visitors including trekking, visiting Phadeng Cave, viewing tribal houses, climbing, cycling, and elephant riding.”

Oudomxay is a province of Laos, located in the northwest of the country. The province’s capital is Muang Xai.

It borders China to the north, Phongsali province to the northeast, Luang Prabang province to the east and southeast, Xaignabouli province to the south and southwest, Bokeo province to the west, and Luang Namtha province to the northwest.

A tourism office has operated in Muang Xay since 1997, supported by the German Development Service.

In August 2007 the tourism office was upgraded to a “Provincial Tourism Department”.

Last year, there were 172,731 tourist arrivals to the province increasing 21.38% from 142,307, according to Ministry of Information, Culture and Tourism’s data.

New international airport is going to be built in Bokeo.

Laos plans to build what it alls an international airport in Tonpheung district of Bokeo province to offer and boost convenient for tourist arrivals.

According to local media reports, the construction of the airport should start early 2015. It will be located close to the border with Chiang Rai province, Thailand.

The government awarded the contract to Dok Ngiew Kham Group to survey the site in 2012 and now the government is processing the construction contract with the same group.

Bokeo province governor, Khammane Souvileunt, was quoted as saying that the project will help to develop the local infrastructure in the Golden Triangle Special Economic Zone (SEZ).

“It is a priority to strengthen the transportation system in order to link Laos with neighbouring countries.”

He added: “The airport will provide more favourable conditions for investment and should attract investors from Thailand, China, Myanmar and surrounding countries to invest in Bokeo province.”

Compensation has been paid to displaced families that were forced to move to make way for the development.

The airport construction in Tonpheung district is a joint venture between the government (70%) and DoK Ngiew Kham Group (30%).

The government signed an MoU with Dok Ngiew Kham Group, 16 January, 2012, to survey and construct the international airport in Tonpheung district, Bokeo province.

The district lies in northwest Laos and borders Tachilek district of Myanmar and Chiang Saen and Chiang Khong districts of Chiang Rai province, Thailand.

The Fourth Mekong Friendship Bridge connecting Chiang Khong in Chiang Rai province, Thailand and Huay Xai in Bokeo province, Laos opened on 11 December last year.

Huay Xai has a domestic airport and there is an airstrip for a casino close by on the Lao side of the Mekong River. The Bokeo airport project will ultimately position itself to compete with Chiang Rai’s Mae Fah Luang Airport, also designated as an international gateway by the Thai government.

Thailand’s Transport Co Ltd, under the Ministry of Transport, offers bus services linking Thailand and Laos via the Fourth Mekong Friendship Bridge connecting Chiang Rai and Huay Xai in Bokeo province in Laos.

Tonpheung is about 56 km from Huay Xai district.

8th Laos - Vietnam International Checkpoint Opened

Lalay International Checkpoint was officially opened in early July 2014 to boost trade and tourism between Laos and Vietnam.

It is the eighth checkpoint between Laos and Vietnam and is located between Saravane province in Laos and Quang Tri province in Vietnam.

Officials said it should help to develop “a border of peace, friendship, stability and cooperation,” but for local residents the emphasis will be on whether they can trade and improve their earnings.

Laos Deputy Prime Minister Thongloun Sisoulith told local media that two countries will continue to expand common border checkpoints to help people in the areas enjoy prosperity and improvements in their livelihood.

The Lalay international checkpoint is the first linking Saravane province with Vietnam.

There are currently 25 international checkpoints across the country, of which eight are located along the border with Vietnam, two on the border with China, one with Cambodia, 10 with Thailand as well as four airports with international status.

The Lalay checkpoint links with highway 15 A at the Laos-Vietnam border. It connects with Road 15 B.

These two roads have potential to feed traffic to the border checkpoint in Lakhonpheng district that has been identified as a site for a Mekong River bridge connecting Saravane to Amnatcharoen in Thailand.

Lalay international checkpoint is also part of the East-West economic corridor that links Myanmar to Vietnam crossing Thailand and Laos.

A Convenient Flight and Ride to Pakse by Nok Air

Nok Air has lauched a twice daily fly/ride service, Bangkok to Pakse, via Ubon Ratchathani, effective 17 March.

The new destination will serve tourists travelling between Thailand and neighbouring southern Laos. The Fly ‘n’ Ride service combines a flight ex- Bangkok (Don Mueang) to Ubon Ratchathani Airport that connects with a bus service to the border with Laos where travellers transfer to another bus for the final leg to Pakse.

The airline is selling through travel to Pakse using flight and bus, but says it will not be responsible for the quality or risks involved in the overland transfer.

Transport from Ubon Ratchathani Airport to the Thai-Lao border checkpoint in Thailand is provided by Sahakarn Ubon2001, registered under Thai Law. From the Thai-Lao border checkpoint in Laos to Pakse KC Hoilday also registered in Thailand offers the service.

The upcoming route sets a one-way fare start at Bt1,700 which is subject to change.

New Air Routes To China & Indochina By Thai Airways International

Thai and its subsidiary Thai Smile will open four new routes this winter to China, Japan and Laos, competing head to head with low cost carriers.

The last Thai Airways International Board of Directors meeting is giving a boost to Thai Smile with more international destinations being served by Thai Airways subsidiary. Thai Smile’s expanding network confirms the repositioning of the carrier into a complementary airline to Thai Airways with lower costs and simplified services.

The Board of Directors approved of the opening of the following four new routes for the winter season starting October 27, in order to increase revenue as targeted and meet market demands.

The first Thai Smile route will link Bangkok to Chongqing in the People’s Republic of China. Flights will be operated with an Airbus A320-200 aircraft with three frequencies per week, At the same date, Thai Smile will also launch three weekly frequencies from Bangkok to Changsha in the People’s Republic of China with an Airbus A320-200 aircraft. The frequency will be increased to five flights per week from January 16, 2014.

The most surprising will be the arrival of Thai Smile on the Bangkok-Luang Prabang (Laos) route which will further dent into another lucrative route served by Bangkok Airways. Thai Smile will propose a daily flight from November 16 with an Airbus A320-200. The carrier will then be in competition with two other airlines, Bangkok Airways and Lao Airlines.

While Thai Smile will be positioned in these three routes, Thai Airways confirmed that it will launch a Bangkok-Sendai route in Japan. The new route which has been planned for at least five years will be operated with an Airbus A330-300 with three flights per week, effective 3 December 2013.

Meanwhile, the Board of Director acknowledged Thai Airways Group performance in August 2013. Available Seat-Kilometer (ASK) increased 10.8 percent due to new aircraft deliveries and route adjustments based on passenger demand. Revenue Passenger-Kilometer (RPK) increased 9.9 percent, resulting in an average Cabin Factor of 78.0 percent, which was lower than the same month last year which showed an average of 78.7 percent. The number of passengers carried increased 6.2 percent, compared to the same month last year.

For Thai Smile in August 2013, Cabin Factor averaged 77.0 percent; lower than the same month last year which averaged 82.5 percent. Thai Smile business unit serves 13 routes, compared to four routes last year.

Switzerland gives US$6.3m to boost agro-biodiversity

The Swiss Agency for Development and Cooperation (SDC) handed over US$6.3 million in support of the Lao government’s Agro-Biodiversity Initiative (TABI) in Vientiane on Friday.

The SDC has increased its efforts to enhance the livelihood and security of upland farming communities by nurturing the productive use of natural products and the conservation of agro-biodiversity resources.

It’s the second phase of the initiative, and the money will go towards work in the two northern upland provinces of Luang Prabang and Xieng Khuang.

Switzerland has been a long-term partner of the Ministry of Agriculture and Forestry, SDC Regional Director for the Mekong Region, Ms Ruth Huber, said.

SDC has been working in partnership with the ministry since the early 1990s, supporting a number of important initiatives aimed at improving rural livelihoods and food security, while at the same time conserving natural resources in Laos.

SDC’s activities have always focused on the northern uplands – one of the nation’s poorest regions – and which is now facing unprecedented rapid economic, social, and ecological change.

Ms Huber expressed her support for responsible choices that ensure environmental and ecological foundations are not compromised. “While change itself is inevitable, it is everyone’s responsibility to ensure that the change is one for development that benefits people and leads to an improvement of the locals’ livelihoods.”

Laos is ecologically rich with an abundance of natural resources, but due to population growth, land use changes, government sanctioned land allocation and village consolidation policies, this biodiversity has eroded over the past 10 years. Impoverished upland farming communities have not been beneficiaries of the influx of commercial resource extraction and large scale commercial agriculture projects.

Instead, they face limited access to non-timber forest products, soil degradation, and increasingly scarce water and land.

These threats to agriculture and food security have adverse effects on the population’s livelihoods, in an area where more than 80 percent of the country’s inhabitants live in rural areas and depend mainly on wild plants, forest products and domesticated cro ps.

Laos is a signatory to the International Convention on Biological Diversity. The government has developed a National Biodiversity Strategy and Action Plan to meet its obligations under the convention.

The TABI project contributes to the Lao government’s efforts to apply the Convention and promote agro-biodiversity overall.

TABI is building on the past successes of phase one. In Luang Prabang and Xieng Khuang provinces, project activities have benefited more than 8,000 families that have participated in agro-biodiversity based income and livelihood opportunities developed in 160 villages.

The project installed bio-gas facilities in 20 villages. Land use planning has engaged more than 3,180 households in 34 villages to join in Forest and Land Use Planning activities, covering 220,000 hectares of land.

This has created the groundwork for improved land and forest use and management, for solving land use conflicts, as well as for safeguarding communities against inappropriate land concessions.

Agriculture and Forestry Deputy Minister, Dr Phouangparisak Pravongviengkham, said TABI is very important for Laos because it’s assisting the improvement of community livelihoods in upland areas – and making significant inroads for reducing poverty in the country.

The Swiss Agency for Development and Cooperation is Switzerland’s public agency for social and economic development in developing nations. SDC manages and implements Swiss funding in response to the needs of the rural poor and contributes to the country’s efforts to graduate from the UN’s least developed country list by 2020.

The sharp growth of tourism to Cambodia

BANGKOK, 14 August 2012: Tourist statistics in June showed arrivals from Thailand to Cambodia continued to improve, while arrivals from Laos surpassed the usual market leader China for the first time.

Cambodia’s Statistics and Tourist Information Department, Ministry of Tourism reported arrivals from Thailand in June doubled at 103% to 13,699 ranking it fifth in the visitor supply market.

In June, visits from Laos also continued to spiral in June, surging 85.6% (22,174). China visits grew 39.8% to 19,918, but it slipped into second place after Laos.

Overall, during June, Cambodia recorded 250,918 arrivals, increasing substantially at 29.8%. This growth rate was an improvement over the past two months: +24.3% in April and +22.6% in May.

Over the six months, January to June, arrivals from Thailand and Laos improved 90.8% and 87% respectively. They ranked fifth and fourth suppliers.

Based on January to June figures, the growth in June pushed the average up from 26.3% at the end of May to 26.8% at the end of June. The accumulated arrivals were 1,756,652.

Besides Thailand and Laos, arrivals from the Philippines improved since the start-up of the first air link (Cebu Pacific) between the two countries (Manila-Siem Reap) 19 April. Arrivals jumped 60.4% in May, +52.2% and in June, +60%. Due to the increase, Philippines has ranked on the top 10 supply list since May.

Vietnam showed a significant growth of 31% (72,385) after the rate fell to 12% in May. However, arrivals from Korea slipped from +11.5% in May to +7.1% (23,040) in June.

By region, all markets reported growth except Africa which represents a very small share. It declined 23% to 355 visitors.

Arrivals from Asia Pacific, accounting for 82.5% market share, grew 33.8% to 207,062. Over half of the visits, at 64%, were from ASEAN. Europe recorded a 14.5% increase (26,474), while the Americas gained 14% (16,472) and the Middle East, +9.7% (555). In Europe, the traditional key markets — United Kingdom and France — showed a minimal growth of 4% (6,419) and 4.2%(5,696) respectively. The strongest growth came from Russia at 61.2% on 3,356 visits.

The surge in trips from neighbouring countries was reflected in a further rise of land arrivals. In June, trips registered at overland checkpoints accounted for 56% (140,518), up from 54.3% in May.

In June, 42.4% travelled by air. Phnom Penh International Airport welcomed 54,359 passengers (21.7% share), while Siem Reap International Airport welcomed 52,084 (20.8% share).

Phnom Penh and other provinces welcomed 133,712 tourists, or 53.3% of the total, improving 4838%. Siem Reap tallied 117,206 tourists with a slight increase of 13.3% over the same period in 2011.

Trips by Cambodians reached 66,070, a 30.4% rise over the same month last year.

An international conference on “Building a border of peace and friendship between Vietnam and Laos” was held on late June in the central province of Thua Thien-Hue.

The conference was co-chaired by President of the Vietnam Fatherland Front’s (VFF) Central Committee Huynh Dam and President of the Lao Front for National Construction (LFNC) Phandouangchit Vongsa.

The conference, which is among activities to celebrate the 2012 Vietnam-Laos Year of Friendship and Solidarity, 50 years of the establishment of the Vietnam-Laos diplomatic ties and 35 years of the signing of the Friendship and Cooperation Treaty between the two countries, focused on reviewing the cooperation results after 2 years of implementing the emulation agreement of VFF Central Committee and LFNC.

Participants at the conference heard reports on the activities of the two fronts, which underlined the active communication campaigns to popularise policies and laws of the two governments and parties, as well as border treaties and regulations related to the protection of national sovereignty and building a border of peace and friendship.

The reports also highlighted the coordination between the two fronts and the local governments of provinces along the border, in strengthening the solidarity and mutual support between people in the border area, and promoting the socio-economic and cultural development in border areas.

During 2012-2014 the two sides will continue to concentrate on raising awareness of the people, particularly along the border, on promoting peace and friendship and developing traditional solidarity, special relations and multifaceted cooperation between Vietnam-Laos, Laos-Vietnam.

The two sides will also focus on building residential areas with political stability and solidarity among ethnics groups in the localities, while stepping up socio-economic development in boundary localities, ensuring national defense and security along the shared border.

On the occasion, the LFNC presented the Lao State’s Friendship Order to the Fatherland Fronts of ten provinces of Vietnam that share the border with Laos.

Getting Laos: a Dead-easy Thing

Laos provides ASEAN nations and some other exceptions (Russians, Korean, Japanese, and Swiss) with a “visa free”. Other outbound tourists need to book the tours through a travel agent, and need to have a pre-approval letter from an authorized Laos’s agency before getting a tourist visa (for about 1 or 2 months) issued by Laos Embassy. At Vientiane, Luang Prabang and Pakse’s airports, a visa on arrival is also available. To obtain either a tourist visa or a visa on arrival, one or two passports will be required. Recently, travelers can obtain visa stamp at Laos International Airport – Vientiane or at the overland border crossing points of Thai-Laos Friendship Bridge about 20 km east of Vientiane. Visas are issued on arrival in both countries.

Visitors who will enter Laos through Huayxai -Chiangkong Border (Northern Thailand); through Dien Dien Phu, Cau Treo, Nam Can, Lao Bao border (Vietnam) need to get the Laos visa stamp from the Laos Embassy before entry.
