Plan for friendly cycling in Hanoi

The city authority says around 250 cycles will be available
for rent for just US$0.19 per hour that will be launched soon in Hoan Kiem
district, Hanoi.
Hanoi is among the five major cities in Vietnam that will
introduce bike rentals.
The four other cities are Ho Chi Minh City, Hai Phong,
Danang and Can Tho.
Ministry of Transport’s Transport Department head, Khuat
Viet Hung, told local media that over the last two years, the number of
cyclists in Hanoi had increased.
“In the downtown areas, such as the old quarter in Hanoi,
where the traffic flow is dense, bicycles are very appropriate,” he said.
Initially, the bikes will probably be rented by local
residents for short commutes in the Old Quarter, but the long-term objective is
to attract visitors to use rental cycles.
Dong Xuan Joint Stock Company general director, Do Xuan
Thuy, who is the developer of the bike rental programme in Hanoi, said bicycles
are suitable for the Hanoi.
“This type of vehicle will help solve environmental problems
and traffic congestion in the city and rentals are cheap.”
The company will offer 250 bicycles in Hoan Kiem district
and paid for by electronic cards. They will be parked at bus stops or tourist
attractions, especially the Old Quarter.
“Within three years, the number of people using bicycles
will be very significant and will also appeal to tourists,” he said.
This year, the city targets 15 million domestic tourists and
2.8 million international visitors. By 2020, the city targeted to reach 3.2
million foreign arrivals and 20 million local tourists.
Last year, there were 2.58 million international tourists
and 14 million domestic tourists visited Hanoi.

To strengthen Vietnam ’s
tourism, the Ministry of Culture, Sports and Tourism will speed up projects
that help to preserve and develop ethnic minority culture.
Deputy Minister Huynh Vinh Ai
told local media that the ministry plans to build a set of cultural development
indicators for ethnic minority groups by 2020.
According to the plan, it will
create an inventory of ethnic minority cultural heritage, support cultural
development of at least 16 ethnic minority groups and repair 300 relics.
This year, it hopes to upgrade
grassroots culture and sports institutions, while raising the profile of
‘Cultural Family’ and the ‘Cultural
Village ’ concepts.
Ethnic minority festivals have
been organised in line with the party’s guidelines and state laws.
Last year, the ministry
successfully organised the Vietnam Ethnic Minority Cultural Day 19 April and
implemented three projects to preserve villages, hamlets and communes linked to
ethnic minority groups.
It also built entertainment sites
for children in remote, mountainous and island areas in Lai Chau, Dak Nong, Lao
Cai, Quang Nam
and Dien Bien.

ASEAN Considers Single Visa
8:00 AM

ASEAN’s may have embarked on a
mission to establish a so-called “common visa”, but there is still a
considerable distance to cover to make it a reality, according to assessments
made during tourism minsters’ press briefing Monday.
It warranted a mention in the
minsters’ progress report, outlined at a media briefing, but only to say
ministers were “working closely with relevant agencies on the development of a
common visa for non-ASEAN nationals and its possible implications on tourism.”
Relevant agencies in this
instance are immigration bureaus, national security and police. Ministers
admitted privately there are still considerable hurdles to overcome to turn it
into a reality.
The subject gains an airing at
the annual ATF usually in the minsters’ report card on activities and discussions
that confirm it is still on the radar, although not an urgent must-do project
before the ASEAN Economic Community kicks in 2015.
On the sidelines of the ministers
press briefing, Monday, Indonesia ’s
minister of tourism and creative economy, Dr Mari Elka Pangestu, said 2014
would see Myanmar
sign off on visa free entry for all ASEAN member-country citizens. It is the
last of the 10 countries to introduce visa-free travel for the region’s
citizens.
“That will be significant
progress, we are not sure when Myanmar
will complete bilateral agreements on visa-free travel, but we have been
assured it will happen before ATF 2015.”
In addition, it is understood
that Myanmar has still to
negotiate bilateral agreements on visa-free travel with Singapore , Malaysia
and Indonesia .
“Once that process has been
completed,” Indonesia’s tourism minister explained, “the next logical step
would be to look closely at the Thailand-Cambodia single visa project that is
now a pilot project… it could be extended to five of the six Mekong Region
countries that all members of ASEAN.”
If that project could be extended
smoothly to include all five Mekong Region countries to offer a single visa for
non-ASEAN nationalities, the minister believed it would become a sound platform
to build an ASEAN-wide common visa.

The provine invested around US$700,000 in its free Wi-Fi

Myanmar Visa Exemption To Be Speeded

Myanmar’s government says it hopes to secure bilateral visa exemption agreements with all ASEAN member countries by the end of this year to enable citizens to enjoy visa-free travel for up to 14 days.
Ministry of Foreign Affairs deputy chief administrator, U Sein Oo, was quoted by local media as saying agreements were needed to enable as many people as possible to attend the Southeast Asian Games that will be held mid-December.
However, with just four weeks to go it will be difficult to reach that goal. The Thai premier is expected to sign a bilateral agreement during her official visit linked to the opening of the Games.
The country already has vias-free travel privileges with Vietnam.
“The government wants to have visa-free travel for all ASEAN nations in 2014, when Myanmar will chair the 10-nation group,” he said.
Yet some countries are still working on the terms, while Singapore and Brunei have not yet responded to proposals according to reliable sources in Yangon.
Agreements with Laos and Indonesia are already at the stage of signing and could be firmed up by the start of the Games. That would leave agreements with Singapore, Malaysia, Brunei, Philippines and Cambodia still to negotiate.
The Union Myanmar Travel Association representative, U Naung Naung Han, said visa-free travel would present a substantial business opportunity for both inbound and outbound travel.
On 22 October, the Thai Cabinet approved a draft agreement on visa exemption but it still needs to be signed by the two premiers.
Once the bilateral accord is signed the visa exemption will apply to departures and arrivals at 23 airports in Thailand.
The airports are: Suvarnabhumi; Don Mueang; Chiang Mai; Chiang Rai; Hat Yai; Phuket; Nan; Phitsanulok; Mae Sot; Mae Hong Son; Khon Kaen; Nakhon Ratchasima; Udon Thani; Ubon Ratchathani; Krabi; Trang; Narathiwat; Ranong; Surat Thani; Hua Hin; Samui; Sukhothai; and U-tapao.
The agreement could also be suspended for security and public health reasons by informing the other country at least 15 days in advance. It can be annulled by either country through a notice presented through diplomatic channels at least 60 days in advance.

The Thai Cabinet has given the green light to extend working
hours at five border checkpoints with Cambodia from 0600 to 2200 to boost
trade and tourism between the border provinces.
The government spokesman, Teerat Rattanasevi, said the
cabinet last Tuesday approved a Ministry of Interior proposal to extend working
hours at five border checkpoints with Cambodia .
Checkpoints:
• Ban Laem in Pong Nam Ron district of Chanthaburi;
• Ban Phak Kat in Pong Nam Ron district of Chanthaburi;
• Ban Hat Lek in Klong Yai district of Trat province;
• Ban Klong Luek in Aranyaprathet district of Sa Kaew
province;
• Ban Chong Chom in Kap Choeng district of Surin.
Up until now checkpoints were open 0700 to 2000.
It will require more immigration officials and some
checkpoints may continue with the present opening hours until the staff
shortage is resolved. Travellers should check in advance.

Visa-free Travel To Myanmar For Thailand
9:00 AM

Thai government spokesman, Teerat Ratanasevi, says Thailand and Myanmar will sign an agreement on
visa exemption between the two countries, this December, which will give
citizens of the two countries a 14-day visa-free stay.
Mr Teerarat said the Cabinet on Tuesday approved the draft
agreement on the visa exemption.
“The draft will now be presented to the premiers of the two
countries to sign when Prime Minister Yingluck Shinawatra visits Myanmar
this December.”
The Thai PM will visit Myanmar , 11 and 12 December, to
participate in the SEA Games opening ceremony.
He added: “The draft agreement was submitted to the Cabinet
for approval in line with Article 190 of the Constitution, but does not have to
be approved by Parliament.”
Under ASEAN membership rules all 10 countries are supposed
to allow visa-free travel for the group’s citizens. Myanmar is the last of the member
countries to comply with the rule.
However, ASEAN rules are based on voluntary participation
and in the case of visa-free travel, bilateral agreements need to be ratified
first that comply with national immigration laws.
Once the bilateral accord is signed the visa exemption will
apply to departures and arrivals at 23 airports in Thailand .
The airports are: Suvarnabhumi; Don Mueang; Chiang Mai;
Chiang Rai; Hat Yai; Phuket; Nan ; Phitsanulok;
Mae Sot; Mae Hong Son; Khon Kaen; Nakhon Ratchasima; Udon Thani; Ubon
Ratchathani; Krabi; Trang; Narathiwat; Ranong; Surat Thani; Hua Hin; Samui;
Sukhothai; and U-tapao.
Airports in Myanmar
have yet to be identified.
However, the two countries reserve the right to deny entry
to certain citizens, or reduce their stay without having to inform them of the
reasons, he said.
The spokesman cited that the agreement could also be
suspended for security and public health reasons by informing the other country
at least 15 days in advance. It can be annulled by either country through a
notice presented through diplomatic channels at least 60 days in advance.
Earlier this month, Myanmar ’s
Foreign Minister U Wunna Maung Lwin and Vietnamese Foreign Minister Pham Binh
Minh signed a bilateral agreement in New York
to allow Vietnamese travellers, the first in ASEAN, to gain visa-free entry to Myanmar .
Visa-free travel between the two countries applied 26
October this year.
According to the visa exemption pact between Vietnam and Myanmar , citizens need to have
passports valid for a minimum of six months, and their stay must not exceed 14
days, without any facility to extend.
The visa-free entry between Thailand
and Myanmar will be limited
to airline travel only, which excludes travellers who might want to travel over
the border at Mae Sai in Chiang Rai province and then fly from Tachilek airport
to Yangon, Mandalay
or Bagan. They will still need a visa to pass through the overland checkpoint.

Seaplanes could be recruited to add a new dimension to Halong Bay ’s
attraction options according to the province’s Department of Culture, Sports
and Tourism.
The department’s director, Ha Quang Long, said the Civil
Aviation Administration of Vietnam’s (CAAV) was mulling over the idea of
seaplanes that could be used to offer sightseeing trips over Halong and Bai Tu
Long bays. They would take off from a spot close to where tourist boats anchor
and have the flexibility of landing on the sea close to scenic spots in the bay
if required.
“We think it is a great idea to use seaplanes for the
development of tourism in Quang Ninh,” the director added.
The bays have more than 250 km of coastline and attract
thousands of tourists annually drawn by the natural beauty of the World
Heritage site.
Before the project can fly, it will require approval from
the government and possibly some changes
to some aviation regulations to ensure security or safety regulations are not
compromised when a seaplane is used for commercial passenger travel.
CAAV deputy director, Dinh Viet Thang, admitted seaplanes
would be a new kind of tourism service for Vietnam . They are relatively popular in the US and
Canada where most of the small seaplanes are privately owned and used for
recreational purposes, or as transport to holiday homes built on islands or
next to remote rivers and lakes.
Technically, the project will not use a seaplane, but what
is correctly termed an amphibious aircraft that can use both conventional
runways and water.
In ASEAN seaplanes are commonly used by governments and
military for rescue or reconnaissance. They are fitted with floats and some
have retractable landing gear for use on conventional runways.
An experiment in the use of amphibious aircraft commercially
in Thailand
failed first in Pattaya with a small airline called Yellow Birds and later in
Phuket under different name Tropical Air. The venture used two Grummen G111
Albatross.
If the Vietnam
plan is approved, amphibious aircraft could be operating commercially by late
2014, Halong Bay . Initially, Hai Au Company will
import two planes, but the company would need to ensure there were enough
pilots trained to operate the craft that require a different certification.
The company is most likely to use Cessna Grand Caravan 208B
EX aircraft with a flight crew of two and seating for 12 passengers, that
officials say could be used on both conventional and water runways.
The Grand Caravan was introduced in 1994 and with the
upgrade to the EX model in 2012 the manufacturer says the Grand Caravan EX can
be “modified for amphibious missions with floats provided by the US firm Wipaire
Inc.”.
Actually Vietnam
has its own seaplane, the A41 Factory VNS-41, that has been in service since
2005. It was the first amphibious microlight aircraft made in Vietnam built
by the A41 Factory (officially Aircraft Repairing Company A-41) under the Air
Force and Air Defense Department (Ministry of Defense) based on the Russian
Che-22 “Korvet”.
It can carry two or three passengers with a flight range of
four hours at a maximum height of 3,000 metres. It requires 200 to 300 metres
of space to take off on water and just 50 to 70 metres on land.
The VNS-41 is used by the forestry department, but will also
be marketed for sport, travel and commercial applications in the future.
During January to September this year, tourist arrivals to
Quang Ninh province reached more than 6 million, a year-on-year rise of 10%
including more than 1.8 million foreign tourists, up 20%, with over 2.9 million
tourists staying overnight, up 24%.
